GeoViz-Broadband Submission Portal for the Commonwealth of Virginia

The Department of Housing and Community Development (DHCD) is mandated by Section P of Item 115 of Chapter 2 of the 2021 Acts of Assembly, 2021 Special Session 1, also known as the Budget Bill, to create a statewide map of broadband availability showing broadband coverage and the highest broadband speeds accessible in service territories in the Commonwealth. According to the Budget Bill's instructions, all providers of broadband services must submit to the Department updated service territory data each year that includes the places where they offer broadband service.

To facilitate data submission and visualization, GeoViz collects input files from ISPs and provides real-time visualization to reduce incorrect data submissions.

Data Processing
After your submission, the information is handled in a “hands off” approach with automatic scripts to create and update the information on the Virginia Broadband Availability Map.
1. Provider Data Submission
Each internet provider will prepare data to be submitted. The key difference between what is submitted to the FCC and Virginia, is that each address will need to be reported via VGIN's unique address identifier.
2. Secured and Private Storage
All data submitted by each provider will be securely stored on DHCD's servers in order to protect sensitive information.
3. Automatic Data Processing Scripts
To protect sensitive information, submitted data will be processed by scripts that will analyze the tables and store it in a secure database that will be used to develop the final Virginia Broadband Availability Map.
4. Virginia Broadband Availability Map
The VGIN unique addresses will be used to calculate percentage of broadband coverage for each census block. The final map will show the difference between the data submitted to the FCC Form 477 vs the Virginia collected data.
